جس طرح افغانستان پر روسی حملے کے بعد امریکہ نے جنرل ضیاء کو گلے لگایا تھا بالکل اسی طرح جب 11 ستمبر کو امریکہ پر دہشت گردی کی گئی تو جنرل مشرف کو امریکہ نے حریف کی بجائے ایک حلیف کا درجہ دے دیا۔ حملہ کے بعد اُسی شب امریکی صدر جارج ڈبلیو بش نے جنرل مشرف کو ٹیلیفون کرتے ہوئے کہا کہ تمہارے پاس ایک ہی راستہ ہے۔ تمہیں یا تو امریکہ کا ساتھ دینا ہے یا اپنے آپ کو امریکہ کا مخالف کہلواتا ہے۔ جنرل نے فوری اور غیر مشروط طور پر امریکہ کا حلیف بنے کو ترجیح دی اور وعدہ کیا کہ وہ طالبان کی کسی صورت میں بھی مدد کرنے سے احتراز برتے گا۔ ضیاء اور مشرف میں بہت سی باتیں مشترک تھیں۔ دونوں پیدائشی طور پر ہندوستانی تھے اور ہجرت کر کے پاکستان آئے تھے۔ دونوں نے بین الاقوامی حالات میں زیر و بم کی روشنی میں مشکلات سے نجات حاصل کی تھی۔ دونوں نے اپنی حکومت کو جائز قرار دینے کے لئے ریفرنڈم کرائے اور دونوں نے مذہبی سیاسی جماعتوں یعنی جمعیت علمائے اسلام اور جماعت اسلامی کو دیگر دوسری اہم سیاسی پارٹیوں کو کھڈے لائن لگانے کے لئے استعمال کیا۔
